I just installed the 5687 model USR faxmodem and my
connect speeds are 44-46k, whereas with my old lucent winmodem I would get 48k. Is there a problem here I should look for?

Nope. EVERY modem connects differently. My 7 range from 38-49.

"Throughput" is what matters more than connection speed.
Run the test using each Modem. Whichever Modem achieves the highest "cps" (characters per second) is the best for you to use, regardless of initial connection speed.
On another note, US Robotics Modems tend to upshift after connecting. Therefore, your 5687 may actually end up at a higher rate than your Lucent.

I would disagree with Volor's comments in the following areas-
I think it is rare that USR modems upshift to higher rate than initial rate - more often they will downshift;
You cannot judge modem performance by running a web-based throughput test unless you do it many times, from many different sites and average the results.
Factors beyond the modem may affect the results of any particular test.
