Hi,
I have posted an advice in the USR forum ("Courier modem. FREE upgrade to x2") that can be of help for you.

You was supposed to pay for the official upgrade to x2 after a time that it was released (I think that at first, it was free). Now is -almost?- impossible to obtain it from USR/3Com in any manner (well, I wasn't able to obtain it after dozens of e-mails and faxes).
The things were supposed to work this way: You upgraded the modem with the x2 firmware. After this, you payed USR/3Com for an "enable key" that, flashed to the modem, enabled the x2 features.

In the US, it is necessary to purchase a key to upgrade ($60).

In some other countries, the upgrade was provided for free.

In any event, if you download the V.90/x2 code for your country and you need a key to enable it, you will have to contact USR sales for your region.

Aloha,
Richard
