Why has USR so many differing firmware versions.
Are there really so many hardware variations,
or is it an artificial thing?

It is mostly artificial - to keep users with OEM modems from being able to upgrade; to keep users with older modems from getting benefit of newer/updated firmware; etc.

For any particular modem, there are actually not many firmware versions - usually only 1 or 2.
