If the DTE speed is only 112K as on many modems,
what use is V.44 (6:1 compression)?

Even with a DTE of 220K (rare) one can't really
make use of better than 4:1 compression, which
one already has with V.90

What am I missing?

Did I just waste my money?

6:1 = max compression with V.44, and to totally take advantage of it you need a 'Winmodem' (virtual COM port not limited by h/w) or a port speed of 230k;

However, to the extent that V.44 provides more efficient compression compared to V.42, you may see improvement in throughput with certain types of data even with a lower port speed.

If motherboard have onboard MIO which with SMC, NS, Winbond and ALI - then COMport support's 230400 and higher, but M$ have no drivers to support it.

You need to use SHSMOD driver from http://www.devdrv.com/shsmod

SHSMOD is developed by Gigo. Which supports high speed serial communication with SMC, NS, Winbond, ALI MIO chip sets on Windows 95/98. The communication speed with SHSMOD will be 115,200bps or more.
