In order to do that, then they would have to conenct at the lowest mutual speed, then fall forward until they discover the peak rate. This doesn't make much sense. Granted, cars start out slow then go faster, but that's because of physics, not errors. It makes much more sense to establish at highest common speed, then, if need be, fall back to an acceptable error level.
