You can prove this in modem diagnostics after a session, or use Hyperterminal and dial, hitting the codes and watch it climb. If you're interested in learning more about USR and your connect stats, check out the link. I wouldn't go jacking with any new drivers, and strings are used to control/fix a problem. With USR, overall performance often improves by forcing a max speed lower than what you're maxing out at.
