I had bought one 3com 3cp263594a-oem 56k dfv awpci pc99 modem.Unfortunately it does not work.i.e. when you dial it gives me no dial tone. Though telephone line is very ok. If you manually dial the modem works. Please help me out to sort out this problem.

Your profile indicates you are in Kenya - check your country settings for the modem -
Windows Control Panel -> Telephony.
You need a driver for your country (or another country using same standards are yours);
You may also be able to work around problem by including blind dial setting in init string (extra settings) - x1 - www.modemsite.com/56k/initmagic.htm

Might try this:
Q120221 - How to Rebuild the Telephon.ini File
If that doesn't help, in the 'Dial-Up Networking', right click your ISP's DUN connection and select 'Properties', on the 'General' tab click the 'Configure' button, select the 'Connection' tab and uncheck 'Wait for dial tone before dialing'. Click OK on everything and then try a connection.
