Modem Connects to ISP, But as soon as the browser starts to load a page it freezes the PC

Sounds more like a problem with the browser, what browser do you use? Any error messages or does the system just freeze up requiring a reboot?

You can check to see if there's a possible conflict with the modem.

In the Device Manager, double click on Computer in the list, this will show a list of all IRQs in use and what's using them. Any other devices using the same IRQ as the modem?

There are no conficts, Using Explorer, Installed a NIC card and connected, browser worked fine.

Make sure no programs are running in the background.
-Try disabling wmexe for your USR (Im assuming its a USR Winmodem)

Only things running are Explorer and Systray.
I am going to try an differant modem. It will freeze up even when you open a program like Word

Windows may not show a conflict even though one may exist.

Again, any other devices using the same IRQ as the modem?

If just opening Word freezes the computer then what makes you think the modem is the problem since Word doesn't use the modem.

May be conflict/improper network settings relating to network card. Check networking settings;
Also suggest remove/re-install DUNs.
