I have good controller based USR Voice modem model 2976 (3CP2976-OEM-50)but it does not get recognized under Windows 2000. This is OEM modem, so they won’t support it (see their response below). The driver(or .inf file) that is on USR support web site does not make Windows 2000 to recognize this modem. Did anybody tried to make this modem work by modifying .inf file or if any other model’s .inf can be used to for this modem?
It is very good modem and I hate to waste it because this problem.

I have 3CP2976-OEM-50 modem that used to work fine under Windows 98. So, the
hardware is OK. The problem is with installation. After I have upgraded my
OS to Windows 2000, Windows 2000 recognized this modem as unknown PCI device
because of lack of appropriate drivers. I went to your web site and
downloaded the latest drivers for 2976 OEM modem - the 2976_080100.zip file.

After extracting to the folder on the floppy, got the following files:
3cpcicv.inf 3cpcicvm.cat 3cpcicvm.inf 3cpcicvw.cat 3cpcicvw.inf 3cpcimap.sys
DosBox.inf setup.exe URBOVBF.VX_ TURBOVCD.VX_

The executable (I believe the install program) that came with those drivers
generated error "Windows NT 4 or greater is required" even though I tried to
run under Windows 2000. I also tried to upgrade modem driver from Device
Manager by clicking "Upgrade Driver" (or reinstall driver) and then by
pointing Wizard to the right folder with ".inf" but Windows 2000 does not
pickup any file and report that it did not find any valid drivers. I don't
think that those are valid drivers for Windows 2000 but maybe I am doing
something wrong. PLEASE, help me because I need modem to work from home. I
don't want to buy other modem because I like hardware based modem and this
one used to satisfy me. Another, question: does Windows XP provides support
(drivers) for this modem (in case if Windows 2000 won't work)?

This is from the readme file on install.

If Windows is detecting new hardware called a PCI SERIAL PORT, skip to step 5
below.
1. Click START, SETTINGS, CONTROL PANEL and choose SYSTEM. Click the tab
labeled HARDWARE and click the button labeled DEVICE MANAGER.
2. Find the device category labeled OTHER DEVICES. Click the + sign in
front of the category to reveal the PCI SERIAL PORT device and click the device
one time to highlight it. Click ACTION from the menu at the top of the window
and choose UNINSTALL… and click OK.
3. Now click ACTION from the menu at the top of the window again and
choose SCAN FOR HARDWARE CHANGES.
4. Windows 2000 will display the FOUND NEW HARDWARE WIZARD. Click NEXT.
5. Choose the option to DISPLAY A LIST OF THE KNOWN DRIVERS FOR THIS
DEVICE.
6. Windows will now display a list of various types of hardware for your
computer. Scroll down to the selection called MODEMS, click that item, and
choose NEXT.
7. Click the button at the lower right corner of the window that is
labeled HAVE DISK.
8. In the INSTALL FROM DISK window, click the BROWSE button in the lower
right corner.
9. In the LOCATE FILE window, click the drop-down arrow to the right of
the text box labeled LOOK IN:.
10. Locate the item in the list called LOCAL DISK (C: ) and click on it one
time.
11. Double-click the folder labeled DELL.
12. Double-click the folder labeled DRIVERS.
13. Double-click the folder labeled 19YRD. Now click OPEN in the lower right
corner of the window.
14. Once you are back in the INSTALL FROM DISK window, click OK.
15. The first model shown will be called U.S. Robotics 56k Voice PCI. Verify
that this selection is highlight and if not, click it once. Click next to
select it. A window will warn you that installing the driver is not
recommended. Ignore the message and click YES.
16. Now the NEW HARDWARE WIZARD is ready to install your modem. Click next.
17. Windows 2000 will report that it is COMPLETING THE NEW HARDWARE WIZARD.
Click FINISH. Windows will then install the driver.

I noticed that modem can not negotiate speed faster then 31.2 Kbps. Under windows 98 it was connecting 44Kbps and faster. Maybe I did something to Windows 2000 by installing and uninstalling many different modems? Are there any additional settings to make it connect faster.

Hello and thank you again for your help.
My modem is installed on COM3, IRQ 18. I have disabled COM1 in my BIOS. Com2 is available. My Control Panel/Device Manager does not show any conflicts. I have build-in on-board network card and it is connected to my home Hub. No other devices are connected to this hub. Sometimes, I connect my laptop to the hub to exchange data between my laptop and desktop. The card may be the problem: in my old system I have different PCI network card not on-board one. But I don’t see any conflicts. Network card uses IRQ 20.

About Drivers:
I originally installed drivers from the file I got from link to drivers.com. The speed was the same 31/28. Then I installed drivers from Dell support for this modem. The speed is still 31000 Kbps and sometimes 28000.
Current Driver: 3COM, Version: 5.19.0.4, Driver Date: 8/1/2000

Maybe too many different drivers confuse my dial-up system?

At least the connection at 31000 is stable. Other modems (5610, 5610A and 5610B) have connected at higher speed (45-51) but they sometimes got into "frozen" state - no in/no out but still connected. I found that those modems had "unrecognazed responce" entries in their modem logs. Does this ring any bell?

First of all, if the value of 3750 is above 50, you may have poor local phone lines and may want to check into noise. Now, take the level of 3300 and subtract it from the level of 3750. If the value is 25 or higher, you most likely have too many A/D, D/A conversions which indicates that you can not achieve 56k speeds. If the value is between 20 and 25, you MAY have too many A/D, D/A conversions and you may not be able to achieve 56k speeds.

The line looks fine but will work on this more when I get time.Also could use the ATI6 and ATI7
Are you using any kind of surge device between the modem and phone jack? On some of the fields above showing some line voltage drop.Are you using a long phone cord? Is it possible for you to connect right to the telco box outside?

I will try outside phone box and I let you know. I do have a surge protector that is a part of my UPS (uninterruptible power supply) but I tested modem without it and I also tested it with different phone outlets. Same result. The line is about 16 feet with no devices in between my modem and a phone pole. I will check outside box too. I had problem with it a log time ago. Also, on Monday, I will try bring my laptop from work and make it connect to ISP using my modem’s outlet to see if it will also get a low connection speed. I suspect that one of my phone lines may have some shortage. I will test all lines with ohmmeter. What I know for sure is every time I dial, my modem tries to negotiate normally (V.90) and then 2-3 seconds pause after which it negotiate a lower speed.

do you you have flow control and error control inabled and make sure is set to hardware.
