Some vendors have ditched their MOH applications and installed the functionality directly in the modem driver. Hence the driver causes an incoming-call dialog box to be displayed. In my case, its a BCM modem sold by Dell, whose latest driver (3.05.24) completely invalidates the existing Dell documentation and the canned knowledge of the Dell support people.

On my multi-account WinXP system, the incoming-call dialog box is always directed to the Administrator account, not to the currently active account. Thus the box isn't seen, times out, and the call is missed.

Anybody have a clue what mechanism the drivers are likely to be using to display the dialog box, and how it might be reconfigured? (Trust me, Dell doesn't know.)

Check how you have the user account setup.
Some programs might not work properly for users with limited accounts. If so, change the user's account type to computer administrator, either temporarily or permanently.

The accounts weren't limited - but they didn't have administrator privs. It's good practice to restrict the privs of ordinary accounts and its bad practice for a run-of-the-mill application to require the user to have special privs.

I did discover that the MOH 'listener' for the BCM soft modem is bcmsmmsg.exe - this is the component that gets a doorbell from the modem driver and displays an incoming-call dialog box. I found that this application was automatically started in each user account - but somehow not functionally correctly. I tried running that application with privs (run as ...) in a non-administrative account, but that didn't help.
