my daughter was knocked offline 2 days ago and we cant get back on. now it says that the computer hears a dial tone but the modem hears no dial tone. we've run every test possible (3 hrs with dell on phone), modem shows working properly. but, still "no dial tone"

Use Hyperterminal connected directly to modem COM port as described at
www.modemsite.com/56k/x2-hyperterm.asp
Give modem these commands:
AT&F (enter) - should respond OK
ATD###### (enter) - where ### = your ISP phone #

What does modem respond?
If it responds NO DIAL TONE, then either the modem is defective or it is not connected to a live phone line.
