I have a few different external modems that I need to configure differently from the default settings. What would make life easier for me would be a Windows utility that shows all the current standard Hayes settings for a serial-connected modem in a clean neat interface and allows me to change them easily.

I don't suppose anyone's ever written such a utility have they?

I'm not aware of any utility - and there's a basic problem to do what I think you're suggesting:
any initialization of modem may be changed/overriden by software/services that access the modem based upon settings in that software, or in the case of TAPI-compliant software, the modem's .inf file which defines commands/initialization strings sent to modem.

Most modems support writing settings in non-volatile memory (AT&W) command, and restore the modem to these settings at power on or when an ATZ command is issued.
By saving desired settings in modem's non-volatile memory, and using an init string where the last command sent to modem is ATZ - any software/TAPI initialization of modem will be negated by the reset command.
