If you have a problem installing any hardware then go to the C:\windows\inf and/or C:\windows\inf\OTHER.
Inspect for any modem driver *.inf that might have been left behind from uninstaller. Right click and study its properties.If you keep getting found new hardware found and the hardware has been removed this will stop this or windows installs hardware drivers before you can pick the ones you want to install.
Move them to other places as backup.Restart the pc.
The message "New Hardware found" appears, it will automatically install the driver as it has been found out in C:\windows\inf or C:\window\inf\OTHER

Note: If you can't find Inf folder under C:\window\, follow the procedure as below.
Open windows explorer, Select Tools --> Folder Option -->View --> Check Show hidden files and folders --> Uncheck Hide file extensions for know file type and Hide protected operating system files-->OK
For 2000 the file would be C:\WINNT\inf
Reg files also can cause problems.
A simpler way to accomplish cleaning registry entries is to first remove the hardware and then run a registry cleaner or look in local machine,enum and look in the folder key under pci,isa,usb. Look for old hardware installs or more than one modem install even that you have only one modem inside the pc.Uninstaller can leave these keys behind and windows think they are still installed.This will give you com port problems as well.If windows think the hardware is still there and it is asigned to a com port you will get the port is in use error.

Start-Run-regedt32.exe (note the missing "i", it took me awhile to get past that);
Go to HKEY_LOCAL_MACHINE on Local Machine;
Burrow into the registry - SYSTEM/CurrenControlSet/Enum;
Highlight "Enum";
Click on Security-Permissions on Tool Bar;
[Note: on my system, only "Everyone" was in the list, with no permissions]
Click on "Add", Choose SYSTEM from list, click on "Add", Click on "OK";
Toggle on Allow Read & Full Control;
This will let you remove the old entry's.
