Old machine with Intel PDF440FX mobo and a working fine Rockwell RCVDL56ACFW/SP internal 56k ISA modem. The OS was 95, but now I have reformatted the disk and put Win 98 on ( not SE). Everything was luvly until we got to the modem. It found it and gave me some strings in the diagnostics window, but when I tried to dial out it said there was no dial tone and when I went back to the diagnostics I couldn't get the strings again because it said it couldn't open comm port.

There are no other devices in startup which might be to blame
There are no resource conflicts either with IRQ or in out addresses. I have checked all of that a dozen times. I tried it with three different modems, the others being PCI's, same result each time. Though I did get half a handshake after I disabled Power Management in BIOS - but I think that a red herring.

I tried Modem Doctor, with the original modem, and it said all was fine when I first installed the modem again, but the next time I ran it immediately after, it couldn't find a com 4, so saw no modem, and again the diagnostic said it couldn't open the comm port.

Seems to me the modem opens up and then something does not clear it so it is free for a fresh dial-up or interrogation. I am just guessing.

I have put an external 14.4 modem on now, which works fine, but I would really appreciate to know how to solve this problem if anyone can help

Do you know the make and model of this modem.If the modem is on com4 I would think there is other hardware installed on other com ports. Try this,remove all modem drivers from pc,shut down remove all modem hardware from pc.Reboot to safe mode,Check the device manager ,make sure no modems are listed if there is remove.Check other hardware also.Reboot to windows,double click the modem icon in the control panel,make sure no modems listed.Might also boot to the bios and disable com ports.Power down put modem in pc ,boot up install the drivers. Is this a name brand pc like Dell,compaq?

The Windows 95/98 installation is quite forward and simple. Install the MODEM in your computer; double-click Modems in the Control Panel; let Windows detect the Modem COM port; after it tests the COM ports detects the MODEM, stop it from installing a Standard MODEM, click Have Disk, and point it to the drivers.

There is no problem with the modem,it is recognised and works fine. The problem arises after the first initialization because the system thinks it is still in use so the comm port is still set at open.
I have learned that RNAAPP can cause this when it remains in memory. None of the suggestions for fixing that situation seen to have worked however.
