Some modem patch cables have magnetic collars near one end. Some are actually doughnut-shaped, others are a longer tube shape, but none are labelled with any clue as to what they are and why they exist.

1. It doesn't make sense that only some manufacturers would supply this type of patch cable because they are either known to work some sort of magic or not. I've been searching for some authoritative answer on the web but I could be using the wrong search terms because nobody seems to know for sure.

2. Even if we really should all be using them, I can't even find an answer to whether the magnetic end goes to the phone jack or the modem side, let alone any explanation as to what they might be doing to improve the phone line quality.

There isn't any magic -
what you are describing is coil and a coil may reduce interference (low-frequency) that may be picked up on the line.
However, *any* surge/filter type device will never* improve performance of modem on a line - because such device will either have no effect, or introduce its own impairment to the real signal.

(*-One should never use the word never... as there almost always is some exception.)
