My phone lines keep going dead, and unplugging them for several hours returns them to normal. I suspect my USR/3Com (56K, dial-up), since sometimes when it tries to dial, the computer freezes, and all the phones and modem all go dead. This just started happening, and a neighbor also had a similar problem (cable modem). Could this be some sort of virus? Would appreciate any suggestions in case it isn't a virus.

Most likely it's a bad modem (or some other device or your phone line is bad) - the solid-state DAA's used in USR (and some other modems) are not nearly as reliable as electro-mechanical old-fashioned DAA's.
