I have a 3com/USR internal fax modem that came with my Dell computer I bought while living in the US in 1999. I haven't used the modem in 5 years but now I'm back in Canada and want to use it. I have win98se. Every time I try to run ANY modem program (e.g. control panel - telephony; or even if I click "add dialup connection" in internet connection options) the program freezes. The "phone dialer" that comes with windows also freezes. When I check "devices" under "my computer", it says there are no problems and the modem is insntalled properly. I ran the diagnostic utility that came with the modem, and the modem seems to check out ok (it gets a dial tone, etc). I did notice one thing, however:
In the modem properties, there is a place to select "country". It says it may malfunction if thewrong country is selected. But Canada is not one of the 4 or 5 countries listed. Could this be a problem? Any help would be greatly appreciated.

USA country setting should work for Canada.

Windows telephony/networking might be the problem.
See if you can connect Hyperterminal directly to modem's COM port and operate it as described at

If you can access modem, re-install of Windows Dial-up-networking would be the next step.
