Will a v92 modem work on bad phone lines with which I can very seldom connect at 33.6? Mostly, I can connect at 28.8 But want to be able to take phone calls while I am online?

Any V.92 modem should still connect even if line is not 56k-compatible.
Will modem still do the V.92 MoH after connecting at low speed?

Agere-chipset modems do so long as you don't use a +MS=V34 or similar init string (which means the handshake will be a 'double' long one).
I am not sure about the other chipsets.
