It appear this web site is using copies of all you HTML relating to "Dial-Up Networking Errors" and many other of your web pages.

Click on "Dial Up Info" and then "DUN Errors"

This is at the bottom of their homepage;
"all links/documents are believed to be public domain"

This search string "DUNS ERROR 777 blacklisted" produced their web site.

In fact the whole web site appears to be a rip-off of other peoples work.
