I've got an Agere PCI soft modem/AT&T LT WIN: These are the same thing, right? There are two connection sites on the back of the modem: "line" and "phone". I know this sounds absurdly basic, but you've got to start somewhere, how do I connect the phone properly to these connections so as to send and receive faxes? I've no installation instructions. I've got a DSL connetion that connects "in" on a surge protector with another phone line connected to the "out" on the surge protector. Is this "out" line the line I'd use for the modem connections? Thank you for your help and considerations.

No, you name 2 different modems -
AT&T/LTWin aka Agere Win Modem, LT Win Modem, Lucent Win modem.

You do not need a phone connected to the modem to use the modem at all. The 'line' jack needs to be connected to your phone line.
IF you want to use a phone for regular voice calls, you connect the phone to the phone jack.
