I have Dell Dim 8200. I had XP pro SP2 & working modem I compressed drive (then un-compressed) Modem now dials ISP (makes the phone noise) but never connects, just keeps trying all the numbers. I re-installed XP (re-formated drive), no help, tried new modem, same results. I ran thru all the normal modem tests, everything looks ok. I tried ISP recommended checks/changes, still same problem. Tried new ISP same problem. Checked phone line connecting with laptop, phone line ok. Any thoughts? thanks

You need to:
identify type of modem/chipset

Use Hyperterminal to test dial
www.modemsite.com/56k/x2-hyperterm.asp
www.modemsite.com/56k/usehyper.asp

and/or use hyperterminal to see modem post-call diagnostics

and/or examine modemlog
www.modemsite.com/56k/modemlog2k.asp

Check connectoid properties; make sure there is no spyware/malware/virus/trojan that is interfering with the connection
