Last night I checked into the Microsoft update page, found that there was a modem driver update so I got it. When I rebooted and tried to connect, I got an error 630. I fought with it for a couple of hours, tried to do a system restore but it gave me a message that it can't perform the restore. Here are some further details:
I'm running WinME on a HP Pavillion desktop; modem is Lucent Win. I spent a long time on the help pages and followed the troubleshooter that is available there; my computer says that the modem is on COM3 but the computer shows no COM3, only COM1 and COM2. It also said that the port is already open.
Possibly coincidentally to this, is the fact that I had also been given a TrackMaster Marble+ mouse and had plugged it in without downloading drivers for it (it appeared to work just fine). I'm hoping that doesn't complicate the issue, but the fact remains that that is the only other thing that I had done just previous to the problem.

I'm posting from work as I can obviously not connect at home. Can someone help me? I'm tearing my hair out, I have no idea what to do.

Lucent Win Modem driver creates a virtual COM port - controllerless modem cannot use a 'real' COM port - so assignment to COM3 is normal if you computer has 2 real COM ports.

The latest driver (version 8.30) will rename the modem to 'Agere Win Modem' instead of 'Lucent Win Modem'.
The latest driver for all operating systems is available from Modemsite with a premium access subscription - as well as other sources which are linked to from this page:

After failed installation, you should locate and run the modem driver remove program, ltremove.exe, which should already be on your system. The ltremove.exe is also included in the Modemsite driver package. After removing modem, run the setup.exe from the 8.30 driver package. You'll need to change your dial-up connectoids to specify the newly-named 'Agere Win Modem'
