I installed an Actiontec EX560LKU on a Linux serial port. The TD light stays on constantly, and the modem will not respond.

Moving to a Windows 2000 box, it works fine.

I also have an EX560LKA, which works perfectly on the same Linux box.

I checked with another LKU unit, and got the same problem.

What's wrong here?

(Note that LKU is serial/USB and LKA is serial only.)

I see in your post of same issue on linuxcompatible.org that modem is based upon Lucent Venus chipset - which is full h/w modem & should be supported by Linux.

The TD light solid - probably means the modem is seeing data coming from the computer on the serial port - sorry, but I don't know enough about Linux to guess what might be causing that.
If you have a RS232/serial breakout box, I'd try using that to connect the signal lines one by one to see when this happens; or, perhaps there is some utility for your Linux that can give you status of the port/control lines on your PC.
