Can I have a hardware conflict with my modem even thought the Resources tab states there are no conflicts. I say this because my computer locks or freezes whenever I try the Hypertrm test. If there's a conflict what can I do?

Yes, it i possible.
What can you do:
try a different PCI slot for the modem / reinstall the modem driver.
Can also be due to bad/incorrect driver - update/re-install the driver.

I did all the above but still don't get a dialtone.
