I have a Conexant HDA D110 MDC v.92 modem
is there an express card to turn this modem into a voice modem so I can make phone calls over the internet?

To make phone calls over the Internet, you use VoIP (voice over internet protocol), and nothing more than a DATA connection to the Internet is required.
That said, VoIP works best when you have a high-speed (broadband) connection to the Internet, but, if you have a decent dial-up connection, you may be able to use some VoIP applications.
Skype is one of the more popular VoIP apps - www.skype.com
Yahoo, GoogleTalk, and many others are available too.
