You might try checking the version of your Control Center, and if it is not the latest, replace it:

I have the same problem with controlcenter. I have a usr 5686-03 external v90. I tried to flash to V92 following directions from 3com exactly. Controlcenter wants to pull files from the web even though the flash is supposed to be self contained in the downloaded file. When I fire up controlcenter while connected it tells me that the modem is in use by another program. Anyone have any ideas on this??

I too had the same problem and this worked for me.
First I open Control Center and let it find my modem. Don't click on the modem icon thats up in the left hand corner just yet. Now log on to the internet. After your on the net click the modem icon and away you go.
