My 3com USR 56K message modem model 01566800 dials extra digits when I try to call a long distance number. Does anyone know why this happens and how I can stop it?

I checked the area code rules and all is well there. I don't need an access number to dial out as this is my home and the area code and country are correct. I've added a couple of prefixes that are long distance within our area code. The extra digit(s) are dialed regardless of the software program that I use. For example, if I use Windows phone dialer, I still get the same response.
