The modem which always worked on Linux only works on Windows if I dial the number using a telephone.

The modem is a Courier V. Everything connected on COM1. The driver is ""Courier V.Everything EXT PnP (V90-x2)".

I receive the following:

Operator Assisted or Manual Dial

Pick up the handset and dial(or ask the operator to dial). Press OK immediately after dialing, then replace the handset.

Phone number: XXX

OK Cancel

---end---

There's no option to remove "Operator Assisted or Manual Dial". Hyperterminal works.
