There is an option to change the comm port speed(control panel->devices->comm->properties), as well as the modem speed (control panel->modem->properties).

The Qs are :
Which one is being used as the DTE speed?
Are they used in collaboration of each other? and in what way?
Do comm port speed/modem speed really influence ping times? (Mine does, although I'm not sure whether I should trust ping results or not)

Both set the COM port - the setting on modem properties should override COM port settings.
You can see the port speed used by looking at modem log

If you are using a controllerless modem, the driver creates a virtual COM port and the port speed may be irrelevant.
If the modem uses a real COM port, the port speed setting is important. The port speed can affect the modem's connect speed, and ability to increase throughput via compression.
Pinging anything other than the closest router (your ISP's RAS or first hop on a traceroute) wouldn't be good test.

Suggest you check post-call diagnostics: anyimte modems have to re-transmit because of errors, throughput suffers. If this occurs during a ping test, it will affect result. Would expect you should get best overall results with port speed set to 115.2k and modem speed limited for low error-rate if needed.
