There is no easy answer - it depends upon the type of modem.
Most modern modems are software modems that require and operating system-specific driver to operate, and most of these will support only 1 of the same kind of modem.
You can have multiple modems that use different chipsets without a problem -
And, for modems that have a hardware-controller (do not require operating system-specific driver), the limit would be very high (like over 200) with operating systems like Windows 2000 & XP which support many many COM ports.

Aloha! Richard.

You can also get multi-modem cards that have two, four or more modems on the same card - but they aren't common and can be expensive. Another option is a multi-serial port card that supports modems. Eight port serial cards aren't too uncommon and aren't that expensive now that the logic can be integrated into a single chip for 4 or 8 ports. Then you can plug in as many external serial modems as you have serial ports. External serial modems are not as expensive as they used to be either. I have no problem finding them for under $20. each here in the US of A.

Techs and engineers take a large problem and break it down into small parts, each of which can be solved. Whereas bureaucrats and politicians take many small problems and roll them up into one big problem that can never be solved.
