While I'm not using a USR modem regularly at this time - at the time when it was my primary one, I had similar frustrating experiences with the speed limit commands not always working as expected.

The only other thing I could suggest is experimenting with various other settings as well -
I'd try in Hyperterminal starting with
AT&F1
followed by the speed limit, then dial command...

Try this to see if the modem speed will change.
S32=66 in extra settings.Should force V34
Might also try shut down and turn power off to the tower.
Think the modem should be reset to harware flow control. Note the atz command
ftp://ftp.usr.com/usr/dl07/sp_asci.txt

Well, disabling V.90 would surely slow things down, but by too much. Remember, I connect at 50.666 kbs and get throughput of 44-45 kbs. I was trying to slow down the connect speed a little in hopes of getting a little faster throughput. I thought that if I could slow the connect speed to 49.333 kbs, I might improve throughput to 48.0 kbs. But nothing I did would slow the connect speed below 50.666 kbs nor the throughput to less than 44-45 kbs.

I know that is just a marginal improvement, but it is part of my experimentation following the huge improvement that I got from eliminating the bad phone.

Anyway, I will be away from the computer with the USR modem until April, so further experimentation will have to wait until then.
