When my modem goes off hook to send a fax, or, if I use hyperterminal and go off hook, (ATDT) there is a voice being sent out on the line.
It sounds like an announcer talking avout various things.
What in the computer is causing this to be sent out the modem. It is not on the line, as dial tone is also present, and if I use a manual phone to dial a number, it breaks the dial tone, but the guy just keeps talking.

This phenomenon is normal for some modems. The voice you are hearing is most likely a demodulated signal from a local radio station. The first time I head of this was from a person in Wheeling West Virginia, home of Radio America's WWV, a very powerful AM radio station.

Generallym it does not bother the modem signal, as it seems to be detected in the voice amp circuitry and not the phone line MOulation/DEModulation section.
